Define the Flotation Plane Based on Freeboard or Draft Measurements

A new command has been added in Version 2.0.8 that allows you to create a flotation plane for hydrostatics with either freeboard or draft measurements. Once the plane is defined, it can be used as input to the Hydrostatics & Stability calculation. The user may input one, two, or three freeboard or draft measurements. If just one measurement is provided, the plane is assumed to have no trim or heel with respect to the world coordinate system. If two measurements are given, the plane is assumed to have no heel, but it may have trim. If three are provided, then the plane may have both trim and heel.
