I'm a bit confused as to where the LCE in the planing analysis should be for an outboard . Since the thrust vector does not line up with were the motor would actually be pushing on the hull . Could somebody clarify this for me ?  Thanks

What's important here is the force vector, and the moment that it creates about the CG. Therefore, the LCE and VCE should be placed at the propeller hub.

One way of looking at it that may clarify, is that if an outboard motor is properly mounted, the motor can be considered to be integral with the hull-- for all essential force and moment considerations, it IS integral.  For all those considerations, the motor is pushing on hub itself, along the line of the center axis of the hub.
